This workshop featured presentations by academic researchers and
government practitioners on aviation, rail and container freight,
and highway transportation security, as well as emergency planning.
Speaker Jeffrey Western of the Wisconsin Department of Transportation
and discussant Jeffery McSpaden of the Federal Highway Administration
presented an overview of transportation security and vulnerability
assessment research and current needs.
With regard to rail and container freight, speaker Robert Gallamore
of the Northwestern University Transportation Center and discussant
Thomas Ewing of Argonne National Laboratory discussed work in progress
to improve security.
In the area of aviation security, speaker Arnold Barnett of the
Massachusetts Institute of Technology and discussant Sherry Borener
of the Volpe National Transportation Systems Center talked about
challenges and solution approaches.
Finally, keynote speaker Allan DeBlasio of the Volpe National
Transportation Systems Center discussed lessons learned regarding
emergency response from: the September 11, 2001 attack on the World
Trade Center and the Pentagon; the Northridge, California, earthquake;
the closure of the Baltimore Howard Street railroad tunnel due to
an incident involving hazardous material; and the August 2003 blackout
in the northeastern United States.
Discussant Rae Zimmerman of the New York University Institute for
Civil Infrastructure Systems provided perspectives on emergency
response.
Summaries of the workshop's breakout sessions are also provided,
as are speaker biographies, and further readings. Note that not
all speakers provided the Center with the text of their speeches.
