Overview:

Recent incidents indicate that globally sourced products, particularly foods, can create serious safety issues and present regulatory challenges. This workshop will address administrative structures, market-based capacities and roles, and collaborative solutions in the entire value chain.  Topics will include international standards, national regulatory systems, and market forces.  The evolving structure of the global and national supply chains affects the design of both national import regulations and corporate quality-assurance programs. Such programs may include identifying cost-effective, risk-based strategies for inspection, auditing, and sampling of imported food, as well as appropriate rapid alerts should unsafe products be found.

With regard to regulation, a collaborative approach is important, because no single legal or governance strategy will be appropriate for dealing with all safety risks associated with imported foods and other commodities. Testing, inspection, education, and quality assurance are all important in addressing the problem of product safety; we hope to explore which incentives are best suited for any particular category of risk.  Emphasis will be on commodity foods, bulk chemicals (e.g., citric acid), spices, and nutritional supplements, all of which are or can be part of the food chain, and are susceptible to contamination–deliberate or otherwise.

10:00 a.m. — Private Governance of Global Food System: Trends and Challenges.  Michael Roberts, Special Counsel, Roll Law Group PC

11:40 a.m. — What China Is Doing about What It Doesn’t Know: Exploring the Regulatory Robustness of China’s New Food Safety LawStephanie Tai, University of Wisconsin –Madison, School of Law.  20 minutes

12:00 p.m.—Lunch, followed by open discussion.  Adjourn no later than 3:00 p.m.
